You do not have to be a citizen to obtain life insurance. US life insurers require that the proposed insured must be a permanent resident of the US. That means a US citizen or a non US citizen who is a lawful permanent US resident (green card) or on certain visa types.
The applicant would also need to have the means to pay premiums and have a demonstrable life insurance need i.e. generating earned income or assets to protect here.
Some insurers have developed foreign national programs that can also work in situations where established US interests and ties exist plus meeting some additional criteria. Citizens of some countries may not be eligible.
