   There are many ways to improve Medicare but it all depends on your perspective.
   
   The folks in DC want to improve it by shifting the cost of the program away from the federal government an on to the backs of the beneficiaries (higher premiums, deductibles, coinsurance) and the medical providers (lower reimbursement).
