You are allowed to switch your Medicare supplement plan any time you wish.
Some states like CA and MO have special rules giving you an opportunity to switch plans on your birthday or plan anniversary without having to prove insurability.
Most states don't have that rule. You can still switch plans any time but you must submit evidence of insurability.
