Yes, but not all companies will underwrite a foriegn national. Your citizenship status should be one of the things you provide the agent who is doing the footwork for you. Some carriers only underwrite US citizens, some only Canadian and US citizens and some will underwrite just about anyone without a problem.

A green card is usually OK, and many companies will accept a work visa as qualification for applying for life insurance in the US. Getting life insurance in the US as a non US citizen, however, almost always requires having a residence in the United States.

Yes. There is absolutely no requirement that a person be a citizen to buy life insurance. Each company makes its own decisions on requirements, but citizenship is not one of them. So long as you are in the country legally, you can buy life insurance.
