A withdrawal can be made from a Roth IRA without incurring any income tax or penalty to a point.  If you have held the contract for more than five years and have passed age 59.5, or are disabled distributions are income tax free.  If you are using the funds for education, there isn’t the 10% penalty.  You can withdraw the total of your contributions without income tax or the 10% penalty.
