After January 1, 2014 the answer should be "Yes" under the requirements of the affordable care act.  All major medical policies are now guaranteed to be issued and can have no pre-existing conditions exclusions, waiting periods or rate-ups.  Therefore, the obstacles that those dealing with dwarfism have faced in the past when trying to get health insurance have been removed.

If you missed the 2014 open enrollment and have not recently experienced a change of life status event (e.g. - marriage, divorce, childbirth, loss of employer based coverage) then you are prevented from getting major medical coverage until January 1, 2015 at the earliest.  The next open enrollment period begins on November 15, 2014.
