The damages caused by a change in electrical current that is supplied from outside is specifically excluded from most renter’s policies.  If the change in voltage is caused by a covered peril, like fire in the rental unit then coverage might be available.  The key is what causes the power change and is the cause inside or outside the home and whether the cause of the change is a “covered peril.”
