    In California the auto quote is based on the declarations of the car owner.  If the underwriter determines that the driver’s record doesn’t match the declarations, or that the car doesn’t match the declarations they either adjust the premium or decline the car.  The presence of a quote doesn’t obligate the insurance company to provide the coverage at the price quoted.  It is an indication based upon the declarations given.
