    Yes.  They can deny you as long as the reason is not discriminatory.  Insurer's have specific sets of rules that they file with the states they operate in, that dictate who will be able to get what sorts of rates.  As long as they apply those same rules fairly to everyone they can turn you down if you don't fit their profile.  If you are having trouble getting insurance due to driving record, criminal convictions etc, most states have a high risk pool that will accept anyone, but the rates may be very high.  The insurance company that denies you does have to provide you a reason why they are denying you!
