The simple answer is, the best plan is the one that fits your needs and budget. Each Modernized Medigap plan is unique. Every carrier offers plan F. Most will offer a choice of half a dozen or so.

In my opinion you should only seriously consider D, F, G, N and Hi F. The other plans don't offer enough value to even be considered.

Plan D is popular in some states but not in others. There are minor differences in D and G. Assuming you have moved beyond considering F, compare pricing and benefits of these two plans.

Plan F is popular in most states, mostly because it is the one promoted heavily by carriers and agents.

There is a reason for that.

Plan F is the easiest to explain, but it also has the highest premium which means agents pushing plan F may be motivated more by what it does for them vs. considering your needs.

Roughly 90% of my clients opt for plan G. The value is obvious and the premium savings can be dramatic when compared to plan F.

Plans N and Hi F are most often considered by those on a tight budget and those who do not want to give up the freedom to choose any doctor.

All plans with the same letter are identical in every way . . . except for the premium you pay. When you pay more you don't get more, you simply paid too much.
