   CMS, Centers for Medicare and Medicaid Services regulate the new qualified health care plans. 
   
   They also keep an eye on Medicare, Medicaid, the Children's Health Insurance Program and the Health Insurance Marketplace. 
   
   Keep in mind if a health insurance policy does not meet all the requirements of the new healthcare refore law then you would still be penalized for not having insurance
