    This is a difficult question. There are many insurers who are able to sell you coverage and that is then " best" in the eyes of the beholder.But let me give you some guidance for resolving this dilemma. Start with an agent in your area who is an independent agent and therefore represents many companies. They will be more keenly aware of multiple insurance carriers appetite for the coverage that  you seek. Keep in mind as well the rating firms such as AM Best and Demotech rate insurers on financial strength. Ask your agent.
