    In order to qualfify for Part D you must be enrolled in Part A and Part B. Therefore if you have a medicare card showing when you were approved for Medicare Part A and Part B this card is your authorization to apply for Part D. I hope you did not fail to enroll in Part D at your initial enrollment period because there is penalty for late enrollment

    You can apply for a Part D plan if you are enrolled in either Medicare Part A or Part B. If you are not new to Medicare and don't have a Special Election Period you can only enroll in a Medicare Part D Prescription Drug Plan between October 15th and December 7th of each year.
