    If your question is related to securing a quote for auto insurance in NY the answer is: Most carriers will consider 'no prior coverage' as an underwriting/rating negative (just like a low credit profile) and place you in a higher rating tier - you will pay more for not having had prior coverage. Other factors also come into play while a carrier computes your quote. If you did have prior coverage, the limits are considered.  If prior limits were low, you pay more.  The prior carrier is also classified by the quoting company as either a non-standard, standard, preferred, or ultra-preferred with non-standard causing your quote to increase and ultra-preferred lowering your quote.    If your question is asking for legal advice, consult an attorney who handles motor vehicle cases.
