Yes dental insurance is not "health" insurance in the colloquial sense of the word health insurance (i.e. major medical insurance).

There is no requirement to have health insurance before having dental insurance.

One can have health insurance and no dental insurance, just as they can have dental insurance and no health insurance.  And, of course, one can also have both health insurance and dental insurance.

Can you get dental insurance without health insurance? Short answer yes. The long answer is you need to really review any individual dental policy to see what actual benefits you get and how soon you get them. Individual plans are often different than group plans in the way benefits become available.

Yes, of course! Dental insurance is a stand alone product and can actually be richer in benefits than one attached to a health insurance policy. A stand alone dental policy can also included vision at a very low additional cost. Just a warning there are many cheap dental plans out there that are actually discount plans and are not real insurance. So, just be aware of the plan that you look at. Spirit Dental is the one that I sell mostly because it is the best value on the market.
