   If by state disability insurance you are referring to mandatory short term disability insurance law, this is paid for by the employer as it is required by the state that the employer cover its employees with short term disability insurance.  There are five states with this requirement; they are:
   
   California, Hawaii, New Jersey, New York, and Rhode Island
