    Insurance companies analyze the data on millions of automobile claims.  In that process they identify significant differences in experience.  If women are charged less in your state than men, you can be assured that insurance companies can detect a difference between the two and that they have convinced the insurance commissioner that this is in the best interest of the drivers in that state.  California doesn’t discriminate based upon sex.
