   Since the affordable care act (ACA) became effective on 1/1/2014 anyone can pick up a health insurance plan regardless of medical conditions or disabilities.  Although that's a huge win for America the real problem lies in who can pay for it.  Often, people that have a disability earn less (or none) income that everyone else and affording a plan is difficult.
