It's the homeowner's responsibility to remove dead or damaged trees before they fall. Homeowners insurance will not cover dead or damaged trees. Homeowners insurance will cover resulting damage and the cost to cut up the tree if the trees falls on covered property. If a tree falls over but does not hit covered property, there is no coverage. If your neighbor's tree falls on your property, your neighbor is only responsible for the portion of the tree located on his property. The portion of the tree on your property is your responsibility even though it's not your tree.
