		<description><![CDATA[If you have a traditional IRA, anyone can convert to a Roth IRA.  He is the rub however, because the traditional IRA is tax-deferred and the ROTH IRA is pre-taxed, you will have to pay taxes on the amount you with to convert to the Roth.
