Some states offer coverae for children but there must be a financial or economic reason for the childs inclusion. The best way to cover children with health insurance is to place insurance on the parents or legal guardians and extend it to the chidren.]]></description>

There are some exceptions such as state sponsored programs for children only.  For instance Illinois has a program called All Kids that provides health insurance to low income families without health insurance.
