"Need" is not word I would apply to critical illness insurance in South Dakota, or any state. Critical illness is not an inevitable event, such as death may cause the need for life insurance, and it critical illness insurance does not contribute for years, such as long term care insurance does. It does help by paying a lump sum of money to someone stricken with a life threatening illness. With the prevalence of cancer and heart disease in our nation, that risk is higher than ever, and the treatments are more effective, so that critical illness insurance can indeed be a "life saver" of sorts.
